Eleanor Kitzman is an insurance regulatory consultant and expert witness based in Austin, TX. Kitzman is an attorney, seasoned insurance executive and entrepreneur. She is the founder of Resolute Underwriters, LLC, a Texas-based start-up that will leverage the homeowners insurance relationship to promote, incentivize and facilitate mitigation, particularly roof replacement to the IBHS FORTIFIED HomeTM standards in coastal areas. Kitzman served as insurance commissioner in South Carolina (2005- 2007) and Texas (2011-2013). She also served as Executive Director of the South Carolina Budget & Control Board. In addition to her stints in public service, Ms. Kitzman worked for Goldman Sachs and Starr Companies in New York, several other property & casualty insurance/ reinsurance companies.

Ms. Kitzman began her professional career as an attorney in the Austin office of Akin Gump. She received her bachelor’s degree from the University of Houston and her law degree from South Texas College of Law. She is licensed to practice law in Texas and South Carolina and is a licensed insurance agent in Texas.
